Residence permit: the deadlines that decide your file

Most residence files are not refused because the applicant is ineligible. They are refused because someone applied a day late, bought insurance that did not cover the full period, or registered an address in a neighbourhood closed to foreign registration.

A common error: the short-term permit is now issued for up to two years at a time, not one year as the original 2013 text provided. Much of what circulates online still quotes the old figure.

The number to remember is ten. Overstaying your permitted period by more than ten days is listed in Article 54 among the grounds for deportation. Those ten days are not a gentle grace period — they are the line past which your status changes.

The documents, as published

  1. Application form signed by the applicant or legal representative.
  2. Copy of passport (and visa where applicable).
  3. Two biometric photographs to ICAO standards, taken within the last six months.
  4. Receipts for the permit fee and the card fee.
  5. Valid health insurance covering the entire requested period.
  6. Proof of sufficient and regular financial means for the period.
  7. Address document from e-Devlet plus a utility bill or new subscription contract.
  8. UETS document from a main PTT branch (for extensions and transfers; not required under 18).
The mistake we see every week: buying one year of insurance and requesting two years of residence. The insurance must cover the full requested period, otherwise the file is refused or the permit shortened to match the policy.

Closed neighbourhoods: the official position

This is not a rumour. It is an official policy published by the migration authority: a neighbourhood is closed to foreign registration once the density of foreigners there exceeds 20% of the Turkish population, and the closure covers residence permits. Newborns and nuclear-family reunification are the published exceptions.

But note the date: the most recent officially published list dates from July 2022. Any list circulating today is neither official nor current. Check the specific address in the e-ikamet system, or ask the provincial migration directorate — before you sign a lease, not after.

Refusal and cancellation

Article 33 gives two principal grounds: failure to meet one or more of the conditions, and use of the permit for a purpose other than the one it was granted for. A deportation decision or an entry ban also blocks the file. The second ground is broader than people assume — a permit obtained for a language course, with no attendance, falls under it.

A residence file is won by preparation, not luck
